Starting March 1, 2026, British Columbia will launch the BC PharmaCare National Pharmacare Plan, known as Plan NP.
This new program will provide full coverage for many diabetes medications and menopausal hormone therapy. For many patients, this means significant cost reduction and improved access to essential treatment.
Who Is Eligible?
To qualify for coverage under Plan NP, you must:
- Be a B.C. resident
- Be enrolled in the Medical Services Plan of BC
There is no separate registration required. Coverage will be applied automatically at the pharmacy counter.
What Will Be Covered?
Menopausal Hormone Therapy
The following therapies will be fully covered:
- Oral micronized progesterone
- Vaginal estrogen
- Topical estrogen and estrogen/progesterone gels and patches
- Oral estradiol
- Oral conjugated estrogen
- Oral medroxyprogesterone
For women navigating perimenopause and menopause, this expanded access may significantly reduce financial barriers to symptom management.
Diabetes Medications
Plan NP will fully cover many commonly prescribed diabetes medications, including:
- Insulins
- Metformin
- Glyburide
- Gliclazide
- Dapagliflozin
- Empagliflozin, including combination with metformin
- Saxagliptin
- Linagliptin
- Pioglitazone
These medications can otherwise cost patients anywhere from approximately $100 to over $1,700 per year.
Expanded coverage for certain diabetes-related devices and supplies will begin April 1, 2026.
How Coverage Works
- Coverage will be processed directly at the pharmacy.
- To access coverage:
- Present a prescription for a covered medication
- Show your BC Services Card
- For fully covered medications, patients will pay nothing. Pharmacies cannot charge dispensing fees or related service fees for these medications.
- If a medication is only partially covered, pharmacists may substitute an equally safe and effective alternative that is fully covered under the Low Cost Alternative program.
- Until March 1, 2026, existing PharmaCare plan rules and deductibles continue to apply. Fair PharmaCare deductibles reset on January 1 each year.
What Happens to Current Coverage?
If your medication is already covered under BC PharmaCare:
- It will remain covered
- Some medications may transition to 100% coverage automatically
- Some may no longer require Special Authority
- No additional registration is required for National Pharmacare coverage.
Why This Matters
Medication affordability is a major factor in long-term health outcomes. Interruptions in diabetes treatment or hormone therapy can affect metabolic stability, cardiovascular risk, energy levels, and overall quality of life.
Improved coverage supports treatment adherence, preventive care, and earlier intervention.

Looking Beyond Coverage: A Whole-Person Approach to Women’s Health
Expanded access to menopausal hormone therapy is an important step. However, hormone therapy is only one part of women’s long-term health.
The female body changes across life stages. Hormonal shifts influence energy, pain perception, metabolism, cognitive function, cardiovascular risk, and musculoskeletal health.
At Changepain Clinic, our Advanced Prevention and Longevity Program for Women is designed to go beyond symptom management. This physician-led, interdisciplinary program focuses on early risk identification, advanced medical and hormonal data, functional performance, and pain-informed assessment.
While National Pharmacare improves access to medications, comprehensive prevention looks at how the whole body is adapting over time.
